De Huurdersbalie is an independent organisation which provides free legal assistance and advice for tenants from both the private and social sector.
We offer our services for tenants of independent living spaces and for tenants who rent (student) rooms.

Do you have a question or problem regarding renting? Then you can visit us during our consultation times for reliable and expert advice in regard to legal, construction and public housing issues.

Our services are free for individual tenants living in the municipality of Arnhem.

In addition, De Huurdersbalie, has been a supervisor of the Dutch legislation ‘Wet goed verhuurderschap’ in Arnhem since January 1, 2024. For this purpose, De Huurdersbalie also functions as a Reporting Center for bad landlords as prescribed by the Wet goed verhuurderschap.

The Rent Assessment Committee (De huurcommisie)

Tenants can contact us with questions and problems about rental matters. In most cases the advisor from De Huurdersbalie offers sufficient advice to solve the problems with the landlord before problems escalate.

In some cases however, filing a case with the Rent Assessment Committee (Huurcommissie) is a necessary follow-up step. For many tenants this may be an overwhelming process due to the amount of email traffic, (legal) documents and jargon. This complicated process can make complainants feel alone and unable to deal with the formal organization that decides their fate.

De huurdersbalie has therefore started a trial for a new service. Tenants for whom it is necessary to submit their case to the Rent Assessment Committee but for whom the threshold to do so is too high to do so can apply to De Huurdersbalie to take care of all the associated administration.

How does it work?
The tenant authorizes De Huurdersbalie to act as the tenant's representative in this matter. This means that De Huurdersbalie takes care of and monitors all email traffic and necessary (legal) documents on behalf of the tenant. A big load off your mind! This way the tenant knows they are adequately represented and feels supported.

Should there be a hearing in front of the Rent Assessment Committee at which the tenant must be present, De huurdersbalie will then supervise the process, pay the court fees and be present at the hearing.

Cost?
Filing a case with the Rent Assessment Committee involves a fee of € 25.00. De Huurdersbalie will advance that amount to relieve the tenant as much as possible. De Huurdersbalie will only be compensated for these fees they are reimbursed based on the decision of the Rent Assessment Committee.
